This looks in good shape.

The M-38 originally came with an L head (flathead) engine, not an F head. I’d be cautious about the quality of this restoration.

Could of been a mix-up on the sellers part confusing an L and F head engine. If it does, at least it was done without a hood chop. You should know what you have though and present it as such.
