I am not sure about the mount holes. Oddly enough, today as I was removing gobs of bondo, I uncovered the same 4 holes on my M38. Perhaps back in the day someone added a mount.
I’ve examined several original M38 bodies and they all seem to have the holes for the passenger side spare mount (obviously the side panels used for the M38’s were the same as CJ3A). My most recent M38 restoration had special plugs in the holes that were actually an alloy….like lead or solder…it melted out when I was re-welding a panel in.
So I think it is safe to say the holes were there from the factory..they just filled them in for M38’s since the spare went ont he tailgate.
The original body on my M38 did not have the side spare mount holes, the spare tire was mounted on the reinforced tailgate along with a jerry can. I don’t know if it made any difference between having the holes and not but an aluminum hardtop, Southwind gas heater, vertical windshield, and a self contained engine and battery heater were all installed on my Jeep to keep the troops toasty during the long Alaskan winters. I sure do love that Southwind gas heater!
My M38 had original paint when I purchased it, and the 4 holes were there too. Must be a carry over from the 3A
if you are familiar with Ryan Miller’s M-38 reference guide, on pg 146 it shows the 4 holes as being for a side mount spare tire bracket. Ryan is one of the men who put together Willys M Jeeps Forum, which by the way has excellent tech forums to help answer questions on restoring M series jeeps.
