The grille suggests this might be a ’46 or ’47. Also, there’s something strange about the transmission area — I don’t see any gear shifts, though there is a pto looking shifter.

Look closely at the wheels it appears to be a four lug pattern
I was wondering that exact same thing. I thought it might be a VEEP, but it appears to have a standard jeep frame. This is an odd duck of some kind.
