I tried to find the contest winner using the LOC newspaper archives, but had no luck.

Colin and Steve: I recently won 10 Jeep News Newspapers from 1960 and 1961 on eBay (for only $20 for all!). There are a large number of DJ-3A and Surrey articles/photos in them. One article did announce (with pic) the winner of the Gotham contest as well as other contests. I’ll scan and publish them sometime in the next month, but can also make full resolution scans available for the DJ guys in case that’s of interest.
