CA DMV says they will assign vin number to vehicle and title if original isn’t found upon inspection.
Simply set an appointment at your local DMV and make this CJ32 official in your name. After purchasing you will need the REG. 343 / REG. 31 and REG. 256 Forms (All available Online) filled out and submitted all at once and the vehicle brought to DMV. You will then have immediate confirmed legal paperwork there after with no smog test necessary. Since there are no old plates new plates will be issued and the physical title in your name will take 4-6 weeks mailed to you.
Direct info from DMV..
Thanks for Looking!
