Goes like this…. An amount of torque is exerted to the drum, the pull in the first wrap of wire rope (where true capacity is rated & the highest pull) is the torque reduced by how far out the cable centerline is from the centerline of the drum shaft (aka the working radius). On each successive layer of wire rope, the working radius is increasing, and the line force is decreasing by larger amounts. So the force on the outer-most wrap is the lowest pull. This applies mostly to electric driven winches, as the motor has a set output by design. A PTO winch is widely variable being driven by a very strong source, the engine, and this requires much greater operating care. This is because you can “juice” the engine a little and exceed the rated forces of the winch and/or cable easily.

A PTO driven winch should be considered a continuous-duty arrangement, irrespective of the cable wrap and force thing at the moment.
