Sounds like Ike ordered one of those specialty horns from the J.C. Whitney catalog.
More likely similar to the vacuum powered horn Bruce W has.

As SE mentioned, I well remember that cow horn in the JC Whitney book, it was on the page that had a “wolf” horn that had the word “YELPING” coming out of it 🙂
