Glenn learned more about this jeep (commented below). This post-hole digging CJ-5 includes two oil tanks mounted along the sides.

I wonder if those may be water tanks to add some weight towards the front of the jeep, to keep it down while using the post hole digger?
I just Talked with owner, Dave. His brother had a central California fence company and had this special built using Danuser Hydraulic Post Hole Digging Components. The side tanks are reserve hydraulic oil tanks. Though it is a one off unit, it works well and probably better than PTO units as it will slip if hits immovable objects rather than break something. It was professionally assembled and is a nice appearing unit with no rust and a few dings from service. I told him his ad was worldwide today and to check out eWillys. Maybe he’ll jump in and tell us more. Imagine this at a WORKING JEEP SHOW!!!
