what is with the bungee strap

The bungee strap is holding the transfercase in low range. When the transfer case lever stays in place by a ball against the shaft, pushed up by a spring. When that spring weakens, the transfer case can sometimes pop out of gear. It isn’t that unusual, more of an annoyance.
This has had body work done on the driver’s side where the bottom tool indent should be. The front bumper has been replaced and plates welded on the front frame rails. it looks like braces were added to the windshield connectors.
So, you would definitely want to look this over carefully before buying it. It certainly appears it could be restored, but would take time and money (as most do).
