This has the ribbed roof, can’t be a 1954.
It’s probably not military, either. I’m guessing that the owner saw a US Government brass plate on the glove compartment door, and assumed it’s military. I’m seeing a lot of brass plates on the internet and in person these days. The government must have bought a lot of Willys utility vehicles over the years.
If it’s originally a two piece windshield, then it’s a 1960 Willys, the first year for a ribbed roof, the last year before they used a two piece windshield.
